Background:
Hector Dianzlo was born a mutant, with unusual powers that set him apart from normal humans. Originally from Mexico, Hector immigrated to the United States where he tried to hide from those who would persecute him for being a Mutant. This lead to him moving constantly from one job to another.
During an attack by the Decepticon Air Strike Patrol on a Blackrock oil refinery that he was working at in Florida, Hector was forced to use his powers to defend himself and the people there. While he was able to defeat the Air Strike Patrol, he attracted the unwarranted attention of no less than three different parties.
The first was GB Blackrock. Blackrock was putting together a team of mutant superheroes to defend the Earth (and his company's assets) against Decepticon attacks, who wanted Hector to join his team. The second was Circuit Breaker, who wanted him to join forces with her to destroy all the Transformers on Earth. The third was the Decepticon Starscream, who wanted to team up with Hector to take over the world.
After a brief confrontation with all three parties (at once), Hector (along with Circuit Breaker) decided to join forces with Blackrock as part of his team, the Neo-Knights, using the code-name Dynamo. The Neo-Knight's first mission, breaking up a fight between two Decepticons in New York, did not go as well as expected. Circuit Breaker went berserk and attacked every Transformer in sight, Autobot or Decepticon. Then, the Neo-Knights were accidentally transported to the Transformer's homeworld, Cybertron. Unfortunately, the dark god Unicron was attacking it at the time.
Personality/Motivation:
Hector just wants to live a normal life. Is that too much to ask? Unfortunately, he's spent much of his life being chased by people who want to kill him for being a mutant, or to use his powers to further their own aims. He doesn't want to be seen as a weapon, rather as a normal person. He is willing to fight for a good cause, however.

Tactics/Powers:
Dynamo was born with the unusual ability to tap into an manipulate the Earth's energy. This ability allows him to fly, create a protective force field around himself and to fire destructive energy blasts. His ability is somewhat limited; it will only work when he is on a planet similar to Earth. On Cybertron, for example, he was unable to use his powers due to the planet's composition, while he could use his powers on the Earth-like planet Klo. Likewise, they wouldn't work in space or onboard a space-ship, since he needs to be near a planet to tap its energy.
Appearance:
Hector is tall and handsome, with dark hair and fair skin (being Mexican, you'd think he'd have darker skin... Blame crazed colourist Neil Yomtov). His costume is largely blue, with white highlights. When using his powers, he is surrounded by a very obvious yellow energy field.
Notes:
A lot of the background is pure speculation, based on the text of a few issues and the battle between him and the Air Strike Patrol. Dynamo was seen to be reasonably agile in that fight (dodging the attacks of the Patrol who are supposedly quite accurate) and being rather accurate in shooting them back (Knocking Stormcloud out of the sky in Jet mode). The power of his EB was based on the power needed to disable a fighter aircraft (Stormcloud in jet mode). It was rather unclear as to if Dynamo had killed or merely disabled the Air Strike Patrol; if the former his attack could be represented with an RKA. In some instances, he would attack a large group of targets with a single attack that would strike the ground near them and knock them down while doing some damage; hence the explosion.
Dynamo was the second best-developed of the Neo-Knights after Circuit Breaker, and even then he was rather vague. The skills selection was based largely on guesswork and common sense "everyman" skills.
