Designer's Notes: Lucy is hyperactive through and through. She has a rough time sitting still, and an even harder time being quiet. Her friends think she's a laugh riot, while her teachers despair of her ever learning anything. She is also the Dark Duchess, a powerful superhero who silently slips among the shadows, dealing justice with style.
Dark Duchess is an interesting concept that needs a bit of work. I'm unsure about her Darkness Elemental Control, and wonder if it might not be better to simply break it apart (which will be very expensive, I must admit). I'd also beef up her second Elemental Control to all 30-point powers. Let's face it, nether 3d6 of Telepathy nor 4d6 of Mind Control are going to do all that much. She also needs some defenses—a 5 PD will not defend from much.
