Designer's Notes:
1) The errata sheet states that Vlad should pay 20 points for his 5 SPD. I made the correction. In addition, Vlad should have a 9 REC, not a 7, and 43 STUN, not 38. I made these corrections as well.
2) Vlad originally had a Multipower. It had a 75-point reserve and contained the Absorption powers, Transfer, and Regeneration. It was also totally unworkable. The Transfer is, at minimum, an 120 Active Point power (4 x 15 = 60 pts. 60 x2 = 120.), while 10 BODY Regeneration is 100.
I rebuilt each of the powers to conform to 5th Edition, splitting up the Armor and Linking each half with its respective Absorption. Rebuilding the Transfer was tougher. On the character sheet, the Transfer affects "Characteristics" and the text makes it sound as if it works as I have written it up here. The power only works at night, but is "Always On" at night, so I figure the Limitations I used should cover that aspect well enough. I note that Vlad had some of the most expensive powers I've seen in the book—his Transfer is 390 Active Points, while his Healing is 200 Active Points
3) Fixed his Skills to conform to 5th Edition.
4) Fixed the point values for all Disadvantages. As Vlad looks like a vampire (sharp teeth, red eyes, pointed ears, and the like) I feel his Distinctive Features is valid, especially as it causes fear and apprehension in people. I also note the Hunted by "Fearless Vampire Hunters," which I figure to be take on the comedy The Fearless Vampire Killers.
5) The original version of Vlad the Impaler cost 296 points. He now costs 517, a 221-point increase! (second only to Clockmaker). Breaking down his Multipower and buying each of the slots individually explains the cost increase.
6) Assessment: Vlad is listed as a Bulgarian character, which is fine, except for one small problem—Vlad Tepes, a.k.a. Vlad the Impaler, a.k.a. Vlad Dracul, a.k.a. Dracula, came from Wallachia, which is located in Romania! So, while Bulgaria has plenty of vampire mythos, I really doubt that anyone would name themselves after someone else's national hero (and yes, Vlad Dracul is somewhat of a hero in parts of Romania).
In some ways, Vlad is actually pretty sound. He's much like Sebastian Shaw of the Hellfire Club (Marvel's X-Men). He is a mutant, who absorbs energy and uses it to make him stronger. It works fairly well as a concept, except Vlad is terribly overpowered.
