Background/History: Not much is known about Akiko's background, as she is very closed-mouth about her origins. Even her fist name is a bit of a mystery. Akiko prefers to be addressed as "Captain Keegan," and is simply listed as "A. Keegan Tsinnie" in the company records. What is known is that she is a former police officer with the Los Angeles Police Department, with a spotless twelve-year service record. She was recruited to be director of the Phenomena Department several years ago, and has done an excellent job, stressing efficiency, honesty, and following orders.
Personality/Motivation: As she was brought up in a household that emphasized a strong work ethic, Akiko never does anything by halves. She is highly dedicated to her job as Director of the Phenomena Department, and is a strong proponent of the "do it right or don't do it at all" theory. Thus, she works extra hours, making sure that things are handled properly, and slip-ups are kept to a minimum.
As a member of the LAPD, Akiko was very committed to her job and to the idea of upholding the law. She tired not to abuse the authority her position gave her, and felt that all officers should hold themselves to the utmost levels of honesty. She has brought these ideas to the Phenomena Department, and requests that all agents observe laws of whatever state (and/or country) they are in. However, Akiko does realize that drastic situations do require drastic measures, and allows her agents some leeway in this regard.
When met in person, most people find Akiko to be formal and efficient, both in attitude and mannerisms. Although not humorless, she does maintain tight control over her emotions, and tries to avoid appearing anything but calm and in control.
Quote: "I was with the LAPD for twelve years. Worked my from patrol officer to precinct captain. I've got three citations for bravery, been shot twice, and have never once received any form of disciplinary notice. That good enough for you?"
Powers/Tactics: Unlike most of the other people working at the Phenomena Department, Akiko doesn't have any "special powers." What she does have is a keen mind, honed by years spent on the police force, as well as excellent hand-to-hand and marksmanship skills.
