The following is meant a brief series of operating guidelines concerning AMP policy. Examples are included for clarity. These regulations were derived from actual manga regulations, with additional regulations created to give Player Characters some idea of what they can and cannot do.
Regular police forces can call in the AMP for backup at anytime, the AMP is able to do likewise. In cases where the AMP is called in by regular police forces, they can assume command immediately, if the situation warrants such measures. In all cases the AMP's responsibility ends with the elimination or containment of the immediate threat, clean up and such is handled by regular police forces. [The reason for this is simple, each AMP Department numbers about 6 officers. There aren't enough officers to waste with clean up, traffic control, court duty and such. Written reports are deemed sufficient. Note that smart AMP officers will try an avoid abusing their powers, irritating regular police forces doesn't help the AMP's already "elitist" reputation.]
- Officers are on-call 24 hours a day, seven days a week. Off duty officers are expected to have their badges with them at all times. Carrying your sidearm while off-duty is not required, but AMP weapon permits allow it.
- The AMP's jurisdiction covers any and all cases involving the following:
Lucifer Folk, cases involving human/Lucifer Folk contact, supernatural creatures (ghosts, vampires, goblins), extra-dimensional creatures not related to Lucifer Folk (aka "demons" and the like), cases involving the use of sorcery, cases involving esper involvement.
- Lucifer Folk are to be terminated as quickly as possible. Due to the size and power of such creatures, AMP officers are allowed to use any means at their disposal to do so. It is a recognized fact that there will be property destruction (sometimes a great deal of it) in any battle with Lucifer Folk, this is deemed an "acceptable loss" in the face of the mass destruction one of these creatures can cause if allowed to operate unchecked. AMP officers should not use these allowances as an excuse to utilize "excessive" actions in the course of resolving a case.
- Supernatural and extra-dimensional creatures are to be handled in a manner similar to Lucifer Folk. Termination or other removal is the most desirable result.
- All other cases are to be handled as officers see fit. Human sorcerers and espers are to be arrested if at all possible. If this is not possible, then the officer should opt for the most expedient solution to the problem.
- It is forbidden to use magic on a human opponent.
[This rule has been amended since inception. Magic can be used in any situation where magic is being used against you. Preemptive strikes are frowned upon unless the target is a supernatural being or a proven sorcerer. Esper and psi powers fall under the same restrictions. Note that one can "cross" powers, ie. a psychokinetic officer (such as Noriko Kobayashi) can use her esper powers on known wizard, while a magic using officer could use her sorcery to fight a powerful psychokinetic. In all cases, however, the use of "defensive" powers is allowed especially when they are used to protect fellow officers and civilians.]- It is forbidden to use a Graviton on a human opponent.
[The term human means just that, any physically normal human being. According to this rule synthetics, zombies, undead, robots and the like are not humans ; sorcerers, espers and psychokinetics are. Note: cyborgs (such as Kiddy Phenil) are usually considered human targets.]- Patrols are to be conducted by teams of two officers. These teams are instructed to call for AMP back-up when dealing with any Lucifer Folk greater than "Low-Level" Class. Any encounter with a Lucifer Hawk is to be avoided until the entire AMP can be assembled to deal with it.
- Patrols are conducted by two person teams, unless the designate officer has proved herself capable of dealing with most entities singlehanded.
- All patrols, whether single man or two man, are to report to dispatch on a regular basis. This basis should be an agreed upon interval. Intervals for single officers should be shorter than that for two officer teams.
- Spinners are for official AMP use only. No private use is allowed.
- All officers are to wear the designated uniforms while on duty.
[Note: there are two uniforms. One is the better known field uniform with its coat, armored boots and such. The other is the office uniform, which looks like any standard police officer's uniform.] Exceptions to this rule will be judged on a case-by-case basis. [For example: Nami Yamigumo is always dressed in her Shinto priestess robes, Aye Tehano wears her leather duster, etc. Note that change of uniform doesn't have to mean anything as drastic as the two previous examples. Amara Asano wears plate vambraces (forearm armor) similar to the regulation greaves.]- The Shinjuku district is a Restricted Zone. It is illegal for anyone to trespass upon this area. This area is a known haunt of Low Level Lucifer Folk, any and all appearances by such creatures is to be dealt with immediately.
- AMP Chain of Command
The following chain of command is by rank only. Since the actual composition of the AMP can change rapidly, the names of individual AMP officers have been left out.
Rally Cheyenne - AMP Director
AMP Chief (of a specific office)
AMP Sub-chief (this person is the officer's actual commander)
First Officer (the sub-chief's most experienced/capable officer)
Dispatch Officer (this person is usually stationed at the AMP office full time, taking calls and coordinating the actions of other officers.)
Patrol Officer (the people who actually go out and fight Entities on a regular basis)
- Due to the nature of the AMP's responsibilities, inner-office tensions need to be resolved in an expedient manner as possible. If problems arise between officers, they should be brought to the attention to the officer's superior immediately.
- It is recommended that officers engage in periodic activities designed to further officer "closeness" and understanding.
[A rough translation - AMP officers have a written excuse to go out and get really smashed together. Honest, it's in the regs. Actually, these activites usually range from group dinners, to trips to the beach, to pretty intense drinking parties (complete with talent contests and assorted insanities). And for those of you who normally don't drink alcohol... hey, even Nami shows up for these events! BTW: Rally attends some of these from time to time...]
