Background/History: Raisa Vogel is a native of West Germany and one of the few survivors of the Santovasku attack on Europe. She met Tetsuya after shooting down the transport craft Tetsuya and Kahm were riding in. She pulled Kahm and Tetsuya from the wreckage and then proceeded to work Kahm over with the butt of her rifle as revenge for the death of her entire family. Tetsuya managed to rescue Kahm, and with Raisa's begrudging help, eventually escaped from Germany.

Raisa meanwhile, was picked up by the Earth military, and questioned. Present on the Soviet carrier when Tetsuya and Kahm meet with Earth military forces to propose an alliance, she snuck aboard Kahm's ship (with help). That evening she tried to assassinate Kahm, but was interrupted by the arrival of Kahm's father (the Emperor). Seeing that Tetsuya and Kahm really did love each other, Raisa decided to join Tetsuya and Kahm in their struggle against the Santovasku Empire.

One of the last three survivors of the Earth's destruction, Raisa was present at the assault on the Imperial Planet. She accompanied Tetsuya deep into the palace before being shot in the leg, and then stayed behind to act as rearguard. Bishop Gelvas returned her body to the Rha Ledaruba as Tetsuya and Kahm made their escape from the burning planet. She was buried beside Aki Okazawa.

Personality/Motivation: Raisa's exact personality is a bit colored by the situation she finds herself in (basically the middle of a interstellar war). That said, throughout Outlanders she displays two main personality points. One is she hates the invaders with a passion, and wants to kill any and all she finds. She can be quite ruthless in this regard, and armed with a light machine-gun in the assault on the Imperial Planet manages to make a good accounting of herself. On the other hand, she also falls for Tetsuya, and initially spares Kahm as a favor to him. She waffles on this point however, and ends up in a number of spats with the alien princess. Finally, though, she accepts Tetsuya and Kahm's marriage, and works with the rest of the rebels as best she can.

Quote: "You're from Earth—this is your home. Your allegiance should always be for Earth."

Powers/Tactics: This being a serious Space Opera story, Raisa has the uncanny ability to do whatever the plot requires (even more so that most stories of this type). Fire a surface-to-air missile? No problem. Fire an assault rifle on full auto? Can do. Pilot an alien "flying fish"? Sure! Raisa's write-up reflects these skills (mostly), along with a few "cinematic" skills (such as her Combat Skill Levels) to allow her to pull some of the stunts seen in Outlanders. Her characteristics have set with the concept of "cinematic action" in mind as well. So, although she doesn't look all that strong, she as a 13 STR. I added a few points of DEX and CON to make her physically capable, as well as a boosted INT (she's fairly quick mentally) and a few points of EGO (she doesn't back down from most threats).

Appearance: Raisa is a young, attractive girl of around 19 or so. She has a slender, athletic figure, short blonde hair, and is dressed in knee-high boots laced up the front, a black t-shirt, and a one-piece shorts/jacket combined outfit. She also wears black bracers on her forearms and a military cap with "999" across the front.

Designer's Notes: Although Raisa dies in the course of Outlanders, she makes a good sidekick for any adventuring hero(es), or as a starting template for a modern day action/adventure heroine. Raisa was usually armed with either with a West German Army issue assault rifle or a pistol.s
